State Route 66

Hawkins County

The Tennessee Department of Transportation (TDOT) is proposing to construct improvements to State Route 66 in Hawkins County. The proposed improvements for State Route 66 run from State Route 34 to south of Speedwell Road/Old Highway 66 and include widening or realignment of the existing roadway for approximately 5.6 miles.

SR 66 connects Rogersville and Bulls Gap and provides access to Interstate 81 via SR 34 (US 11E). The existing roadway between SR 34 and Speedwell Road is a two-lane, rural arterial route. The planned improvements are designed to correct geometric, operational, and safety deficiencies along this section of SR 66 and to improve connectivity between Rogersville and I-81 in conjunction with the proposed SR 34 (US 11E) project.

This project is identified for funding in TDOT's 10-Year Project Plan, with construction scheduled for Fiscal Year 2027.

Current Status: Right-of-Way appraisal and acquisition is currently underway

Estimated construction start: Fiscal Year 2027

Estimated completion*: TBD

Funding Source: TDOT anticipates that this project will be funded in part through the Transportation Modernization Fund.

History and Background

Proposed Design

The existing roadway, from SR 34 to Speedwell Road, consists of two 10-foot travel lanes with limited shoulder widths. The proposed design would widen the existing roadway to a three-lane facility with a center turn lane or realign the two-lane roadway, depending on location. Construction will increase the number of lanes and/or increase lane and shoulder widths and improve route deficiencies. The design is as follows for each segment of the route.

  • Segment 1: State Route 34 Intersection to North of Barrette Drive
    • two 12-foot travel lanes
    • 12-foot center turn lane
    • 4-foot shoulders
    • curb and gutter
    • 5-foot sidewalks
  • Segment 2: North of Barrette Drive to Pleasant Hill Road
    • two 12-foot travel lanes
    • 6-foot shoulders
    • curb and gutter
  • Segment 3: Pleasant Hill Road to Guthrie Gap Road
    • two 12-foot travel lanes
    • 10-foot shoulders
    • curb and gutter
  • Segment 4: Guthrie Gap Road to North of Old Highway Road
    • two 12-foot travel lanes
    • 10-foot shoulders
