Through the National Breast and Cervical Cancer Early Detection Program and the Center for Disease Control, the Tennessee Breast and Cervical Screening Program(TBCSP) helps low-income, uninsured women gain access to timely breast and cervical cancer screening and diagnostic services. State of TN funding allows TBCSP to provide diagnostic services for men. Individuals requiring treatment for breast or cervical cancer or precancerous conditions of these diseases may qualify for treatment through TennCare.

TBCSP also provides patient navigation services to help all Tennesseans overcome barriers and get timely access to quality care. In addition to funding screening and diagnostic services for eligible men and women, the TBCSP focuses not only on the behavior choices of individuals, but also on factors that influence those choices at the interpersonal, organizational, community, and policy levels. 

Mission

 The TBCSP’s mission is to prevent unnecessary disease, disability, and premature death due to cancer of the breast and/or cervix. The primary key to reducing illness and death from these cancers is early detection (e.g., mammograms and Pap smears) and timely follow-up and treatment. Routine screening can detect many cancers at an early stage when more treatment options are available, and the likelihood of survival is improved. In addition, the TBCSP strives to increase Human Papillomavirus (HPV) vaccination rates via outreach and education in communities across the state as a means of preventing cervical cancer.

Program Goals

  •  Ensure access to breast and cervical cancer screening services for all persons who meet income, age, and medical eligibility guidelines with an emphasis on disproportionately burdened populations
  •  Ensure that all clients screened by the TBCSP receive appropriate and timely follow-up, diagnosis, treatment, and navigation
  •   Increase screening in target populations through statewide public education efforts that promote breast and cervical cancer screening as a means of reducing morbidity and mortality from these diseases
  • Monitor and assess trends in breast and cervical cancer incidence, mortality, and screening rates to ensure the development of effective health promotion strategies
  • Establish partnerships with a broad range of organizations that will provide access to and information about priority populations, as well as bring additional resources to and expand upon the efforts of the TBCSP
  • Maintain mechanisms through which TBCSP can enhance quality assurance monitoring of screening and diagnostic services
  • Facilitate enrollment for full Medicaid benefits (TennCare) for those who are under age 65, with no insurance coverage, and who are identified through the TBCSP as needing treatment for breast or cervical cancer
  • Evaluate program implementation according to NBCCEDP Guidelines
