Board Characteristics

The Board shall be attached to the Department of Environment and Conservation for administrative purposes but shall be independent of the department. Expenditures from the trust fund shall be made only upon authorization of the board. The Board shall consist of eleven (11) members appointed by the Governor for four-year terms. Persons appointed to the board shall include persons knowledgeable in the areas of land acquisition, management, conservation and protection. The membership of the board shall appropriately reflect the racial and geographic diversity of this state. At no time shall the membership of the board be composed of more than four (4) members who reside in any one of the grand divisions of the state as defined in Title 4, Chapter 1, Part 2. The Commissioner of Environment and Conservation, the Commissioner of Agriculture and the Executive Director of the Tennessee Wildlife Resources Agency, or their designees, shall serve as ex-officio, non-voting members of the Board. The Governor shall appoint a board chairperson from the membership of the Board. Other officers shall be selected as provided in the bylaws of the fund.

The Board is commissioned under TCA Title 11, Chapter 7.

The statute authorizing this board expires June 30, 2028 and the one-year wind-down period begins.

Call For Proposal for the July 9, 2024 Board Meeting

The Heritage Conservation Trust Fund Board is excited to announce a Call For Proposal for the July 9, 2024 board meeting.

Application Deadline is Friday June 21, 2024

The Tennessee Heritage Conservation Trust Fund (HCTF) was established to assist the state in permanently conserving and preserving tracts of land within the state of Tennessee for the purposes of promoting tourism and recreation, including outdoor activities such as hunting, fishing, equestrian activities and hiking; protecting, conserving and restoring the state’s physical, cultural, archeological, historical and environmental resources; and preserving working landscapes. Projects that involve partnerships, extensive leveraging of funds and those that enhance or connect to existing conservation lands will receive greater consideration for funding.

Application Instructions

  1. Complete the application to its fullest potential possible. Proposals for Conservation Easements need to include the easement in their submission.
  2. All funding sources and commitment must be identified, including dates provided of when these dollars will be secured. It is crucial to the HCTF Board that trust fund dollars are not tied up for long periods of time waiting for applicants to secure additional funding based on fund-raising, foundation support, federal support, sales of other lands, etc. before the project can move forward. Any funding source not specifically identified, or dollars not accounted for can cause a delay or denial of the project being approved and /or moving forward.
  3. All HCTF funded projects are to be protected in perpetuity through deed restrictions or covenants whether by fee simple purchase, conservation easements or other similar means. It is necessary to share in the application that this will happen and in what manner.
