Seamless Alignment and Integrated Learning Support (SAILS)
Each year, nearly 70 percent of community college freshman in Tennessee are placed in remedial courses upon enrollment in higher education. The Seamless Alignment and Integrated Learning Support (SAILS) program targets students that have not achieved college readiness benchmarks by introducing the college developmental curriculum into the high school senior year. Developed by K-12 teachers and higher education faculty at Chattanooga State Community College, SAILS embeds the Tennessee Board of Regents (TBR) Learning Support competencies into the high school senior year math and English courses utilizing a blended learning model. SAILS is a key aspect of the Governor’s Drive to 55 in removing barriers to college success by allowing students to begin a higher education career prepared for credit bearing coursework.
The SAILS Math program has been in place statewide since 2013 and is available through all 13 community colleges. Students completing the SAILS Math program demonstrate mastery of all five TBR math competencies and begin college in credit bearing courses. The SAILS Math program was highlighted by Inside Higher Ed and the Bill and Melinda Gates Foundation as a promising best practice in reducing the need for college remediation. In the 2015-16 school year, the SAILS Math program is available to over 17,000 Tennessee high school seniors representing over half of the students that have not met college ready benchmarks by the senior year of high school.
The SAILS English program is currently being piloted at five Tennessee high schools. The program was developed through collaboration between K-12 and higher education subject matter experts. The program aligns Tennessee Academic Standards and TBR competencies allowing students to gain credit for both high school English and TBR English and Writing Learning Support.
