Statewide Mental Retardation Waiver Program |
The Home and Community Based Services (HCBS) Waiver for individuals with Mental Retardation and Developmental Disabilities (#0128.90.R2A.01), as revised July 1, 2006, provides community-based services to individuals with mental retardation or developmental disabilities who would otherwise require the level of care provided in an Intermediate Care Facility (ICF/MR).
The Division of Mental Retardation Services (DMRS) in the Tennessee Department of Finance and Administration serves as the Operational Administrative Agency for this waiver, which is administered under the supervision of the Bureau of TennCare.
To enroll in this HCBS waiver program, you must:
- Live in Tennessee;
- Be financially eligible for Medicaid;
- Meet Medicaid criteria for payment of institutional ICF/MR care; and for waiver services;
- Person must have an IQ of 70 or below and be diagnosed before age 18 and
- Have a developmental disability which is defined a condition of substantial developmental delay or specific congenital or acquired conditions with a high probability of resulting mental retardation and be a child five (5) years of age or younger.
If you qualify for care in an ICF/MR, you will have the right to choose between care in the home or institutional ICF/MR care. If you choose to receive HCBS waiver program services in the home, you will still be eligible to receive your regular TennCare benefits. In addition, you will also be able to receive the following services if needed:

- Medical Residential Services
- Nursing Services
- Nutrition Services
- Occupational Therapy Services
- Orientation and Mobility Training
- Personal Assistance
- Personal Emergency Response Systems
- Physical Therapy Services
- Residential Habilitation
- Respite
- Specialized Medical Equipment (Supplies, & Assistive Technology)
- Speech, Language, & Hearing Services
- Support Coordination
- Supported Living
- Transitional Case Management
- Vehicle Accessibility Modifications
