NOTICE OF AVAILABILITY OF THE APPROVED ENVIRONMENTAL DOCUMENT, NOTICE OF PUBLIC HEARING, AND NOTICE OF SECTION 4(f) DE MINIMIS DETERMINATION

The Tennessee Department of Transportation (TDOT) announces the availability of the approved Environmental Assessment (EA) for SR-374 from SR-149 at River Road to SR-76/US 79 Dover Road project.

TDOT, in cooperation with the Federal Highway Administration (FHWA), proposes to construct a partial access-controlled multi-lane transportation facility from SR-149 to SR-76/US 79 (Dover Road), which would extend existing SR-374 for approximately 7.2 miles. Improvements are also proposed for SR-149 from River Road to approximately 1,700 feet west of Cumberland Heights Road, a distance of approximately one mile. The proposed project is located outside of the city limits and west of Clarksville in Montgomery County, Tennessee. (general location map)

TDOT will conduct a National Environmental Policy Act (NEPA) Public Hearing for the EA on March 21, 2019 at the Wilma Rudolph Events Center, 1188 Cumberland Drive, Clarksville, TN from 5:00 pm to 7:00 pm.

This Public Hearing is being held in order to provide the public an opportunity to provide input on the approved EA and the proposed Section 4(f) de minimis determination prior to completion of the final environmental document. A brief presentation will be followed by a question and answer period.  Representatives from TDOT will be present to address questions pertaining to the general location of the Build Alternative, and the social, economic, and environmental impacts of the proposed project.  TDOT will also have representatives available to answer questions on the relocation assistance program if the Build Alternative is selected.

The Section 4(f) de minimis determination relates to minor impacts associated with Smith Branch Recreation Area. Smith Branch Recreation Area is a 38.8-acre recreation area located in Montgomery County adjacent to the Cumberland River owned and operated by the US Army Corps of Engineers, Nashville District. The proposed improvements would use approximately nine acres of the 38.8-acre site. This use would involve construction of an at-grade roadway and a bridge abutment on approximately five acres of the recreation area and the acquisition of the right of way from the recreation area for land under the bridge from the bridge abutment to the Cumberland River for construction and maintenance of the bridge on the remaining four acres.
