Tennessee Access to Recovery II

What is Access to Recovery?
Access to Recovery (ATR) is a Substance Abuse and Mental Health Services Administration (SAMHSA) discretionary grant which has its origins in a Presidential initiative to provide client choice among alcohol and/or drug treatment and recovery support services to more individuals in need. Through the use of a voucher system, consumers are able to choose from over 80 statewide providers to include; secular for profits and nonprofits, as well as faith based organizations.

The Office of the Governor was awarded over seventeen million dollars for a three year project which provided treatment and/or recovery services Access to Recovery I in 2004. During this three year period, under the administration of the Division of Alcohol and Drug Abuse Services over 13,000 Tennesseans suffering with the disease of addiction received the help by freedom of choice to access needed services.

Tennessee’s second ATR grant, referred to as “ATR II” builds upon the successes of the first project by improving and expanding a statewide voucher system to now include the criminal justice population as one of its target populations. This award totaling over fourteen million dollars for three years will enable to sustain the treatment and recovery support services from ATR I.

ATR GOALS
The Goals of Tennessee Access to Recovery II are as follows:

  • To expand consumer access to treatment and a wide array of recovery support services to help sustain and free them from addiction
  • To strengthen the relationship with the ATR II providers with the Criminal Justice System to bridge easy and less burdensome entry into treatment and/or recovery services
  • To provide a recovery oriented systems of care through the use of Strengths Based Case Management services to track and maintain relationships with consumers to keep them engaged in care after treatment
  • To target individuals who suffer with Methamphetamine addictions and provide Matrix Intensive Outpatient Treatment Services
  • To increase and provide a diverse group of network of providers to facilitate consumer choice
