Tennessee Federally Facilitated Marketplace (FFM)

Filings to Offer Policies on the FFM

*As of August 16, 2013

The information below has been filed with the U.S. Department of Health and Human Services (HHS) and the Tennessee Department of Commerce and Insurance (TDCI) in accordance with HHS requirements implementing the Patient Protection and Affordable Care Act (PPACA).  Per the HHS requirements, health insurance issuers were required to file applications to offer Qualified Health Plans (QHPs) on the Federally Facilitated Marketplace (FFM) that HHS will operate in the State of Tennessee no later than May 3, 2013.  Issuers offering stand-alone dental coverage were required to file rates and forms no later than June 5, 2013.

HHS plans to open the FFM on October 1, 2013, which will begin an open enrollment period for coverage that will be effective on January 1, 2014.

SUBJECT TO CHANGE

In the public interest, the information below is being made available as soon as possible following its filing with TDCI.  The materials are, however, subject to change, and this Website will be updated as feasible.  TDCI has completed our review process and approved the following plans for use in Tennessee.  However, HHS may require changes.  HHS plans to certify QHPs to be offered in the FFM operating in Tennessee in August 2013.  Policies/rates may be considered final in September 2013.

ISSUER FILINGS*

The PPACA requires that all QHPs that will be available on the FFM offer essential health benefits (EHB).  A summary of the Tennessee EHB benchmark, including covered benefits and limits, and lists of prescription drug categories and classes is available here on the HHS Website.  However, the PPACA does not require issuers to make all filings available in all areas of Tennessee.  Therefore, certain filings available below may not be available to all Tennesseans.  Red text below indicates the Tennessee rating and service areas in which issuers have filed to offer coverage.  A map of Tennessee rating and service areas is available here on page two of a letter from Commissioner Julie Mix McPeak to HHS Secretary Kathleen Sebelius designating such areas.
