One of Finance and Administration’s
departmental goals is to create opportunities for all Finance and
Administration employees to achieve their highest individual potential.
The means by which the department plans to accomplish this goal is
through the application of the continuous improvement principle performance
management, both departmentally and individually. Performance management
embraces the management philosophy of open, honest communication;
specific and timely feedback on employee performance; and positive
reinforcement, recognition, and celebration of results to sustain
high levels of employee accomplishment.
The logical process through which performance
management can best be applied is the performance evaluation process.
However, in 1994, the leadership of Finance and Administration recognized
that the way the department was implementing the state evaluation
system was not in alignment with the truly effective practice of performance
management. In response to this, a project was initiated to evaluate
and enhance the state process. The result was the F&A Performance
Management Program, officially implemented in 1998
