MyTDEC Forms

The Division of Water Resources is in the process of launching the new MyTDEC Forms online customer portal for the submission of permit applications and annual reports. The MyTDEC Forms portal was created to comply with EPA’s National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule (eRule), which requires electronic reporting and sharing of NPDES program data. This rule is modernizing Clean Water Act (CWA) reporting for municipalities, industries, and other facilities and will replace most paper-based NPDES reporting requirements with electronic reporting.

The Federal rule requires the State to share data electronically with EPA, thereby expediting the collection and processing of the data, thus making it more accurate and timelier. Additionally, data reported electronically such as facility-specific information, inspection and enforcement history, pollutant monitoring results, and other data required by NPDES permits will be made available to the public through EPA’s Enforcement and Compliance History Online website. It was designed to save program resources, make reporting easier, streamline permit renewals, ensure a full exchange of basic NPDES permit data between states and EPA, improve environmental decision-making, and better protect human health and the environment.

The division will publish 17 forms in multiple stages throughout 2021 to allow permittees and staff time to learn the new system.

  • November 16, 2020
    • Notice of Intent (NOI) for General NPDES Permit for Stormwater Discharges from Construction Activities (TNR100000)
  • December 1, 2020
    • Sanitary Sewer Overflow/Release/ByPass/Upset Event Report: The roll out of this form will consist of 6 waves. Each wave will include 40-50 permittees and will launch over the course of two months. Month 1 will consist of a notification to permittees that outline the requirements.  
      • The first day of Month 2 will be the required start date when all events must be reported online. Simultaneously, the discharge monitoring report (DMR) will be revised to remove some of Overflow, Release or ByPass parameters. 
      • Beginning in September 2020, Division began collecting data to determine the permittee wave assignment. Factors used to determine wave assignment:
      1. Currently reporting on the eMOR form (Yes = Earlier Wave)
      2. Receives waste from a satellite collection system (Yes = Later Wave)
      3. Permit has overflow and release language (Yes = Earlier Wave)
      4. Permit overflow and release language has been appealed (Yes = Later Wave)
      5. Permittee communicates a preference to online reporting (Yes = Earlier Wave)

NetDMR Electronic Reporting

Phase I of the NPDES Electronic Reporting Rule became effective on December 21, 2016. The Rule replaces paper-based Discharge Monitoring Reports (DMRs) with electronic reporting and requires all NPDES permittees with DMR requirements to submit DMRs electronically through EPA’s secure Network Discharge Monitoring Report (NetDMR) website. As of September 2023, over 99% of all Tennessee NPDES permittees are reporting in NetDMR.
