Annual Review of LEAs’ Progress in Meeting Sections 1117, 1118 & 1119

Section 1117- School Support and Recognition

The State will monitor all LEAs with Title I high priority schools during school year 2008-2009 for compliance with requirements for schools in improvement, corrective action, or restructuring using Attachment A in the Comprehensive Monitoring Instrument. Fifteen LEAs are scheduled to be monitored for compliance with these requirements:  Bedford, Blount, Bradford, Campbell, Metropolitan Nashville, Hamblen, Hamilton, Hawkins, Henderson, Knox, Lauderdale, Loudon, Jackson-Madison, Memphis City, and Union County. LEAs found to be out of compliance with any of the requirements must submit for the State’s approval compliance action plans to remedy the deficiencies as a condition of the approval of their FY 10 Consolidated Application for NCLB Funds.  The State will monitor the completion of the compliance action plan requirements. 

The State recognizes schools for exemplary achievement through its Blue Ribbon, National Title I Distinguished Schools, and Academic Achievement programs.  These schools serve as models for other schools to emulate.

Section 1118- Parent Involvement

To determine compliance with parent involvement requirements, the State monitors all LEAs for compliance with parent involvement requirements in Section 1118 of Title I according to a four year schedule. Of the 38 LEAs monitored on-site for compliance with parent involvement requirements, two LEAs (Richard City and Grundy County) were found to have findings in parent involvement.  Each of these districts submitted an action plan to remedy the deficiency and will be monitored for completing their action plan as a condition of receiving approval of their FY 10 NCLB Consolidated Application.  All other LEAs complete a self-monitoring on parental involvement and none reported deficiencies in this area.   The collected Best Practices in Parental Involvement are posted so that schools and districts can learn from each other

Section 1119- Qualifications for Teachers and Paraprofessionals

All LEAs must annually meet two benchmarks to show progress in meeting the requirements for highly qualified teachers. These two benchmarks are:

  1. To meet the benchmark for the percent of core academic courses taught by highly qualified teachers; and,
  2. To annually increase the percent of teachers receiving high quality professional development.

The State has reviewed these two benchmarks and identified LEAs that have not been the requirements. The progress of all LEAs can be viewed on the Title II-A Accountability Status Chart.

In addition, all Title I schools and programs must employ paraprofessionals who meet the requirements in Title I. Of the 38 LEAs monitored on-site last year, only one LEA had findings in this area.  The State has required the LEA to rectify this deficiency.  LEAs not monitored on-site must complete and submit self-monitoring instruments.  All LEAs reported that their paraprofessionals working in Title I schools or programs met the Title I requirements.
