Greetings DIDD Team,
This edition of Open Line includes information I want to share with you. 

  • Arlington Notice of Appeal:  On September 17, 2012, the state appealed to the United States Court of Appeals for the Sixth Circuit from (i) the Order Denying Defendants' Amended Motion to Vacate All and Dismiss and (ii) the Order Denying Defendants’ Motion to Strike.

  • Community Visit:  This week, I had the opportunity to attend an event for the Breakthrough Corporation in Knoxville and present Certificates of Appreciation signed by Governor Haslam to John Thomas, Steve Kirkham, and Steve Poe.  All three have served the organization on a volunteer basis for many years.  Mr. Poe, on behalf of Rocky Top Markets, presented a check for $62,000.00 to support Breakthrough’s programs.  Special thanks to all three for their tireless efforts and contributions to persons we serve.
  • Personal Funds Management Policy (80.4.3):  This policy has been updated and is now available for viewing at http://www.tn.gov/didd/provider_agencies/policies.shtml.
  • Provider Claims Processing (PCP):  A memo was issued from Central Office today to all providers outlining the enhanced PCP process.  Please distribute to those who may not have e-mail access.
  • Self Determination Waiver Renewal:  On October 1, 2012, the Department of Intellectual and Developmental Disabilities and Bureau of TennCare will submit a waiver renewal application to the Centers for Medicare and Medicaid (CMS).  The waiver renewal application is for the Self Determination (SD) Waiver and can be viewed online at http://www.tn.gov/didd/provider_agencies/index.shtml.  Click on the header “Waiver Amendments.”

  • Conference Presentation:  Dr. Scott Modell presented a workshop titled, “Reducing Victimization for Individuals with Disabilities” at the National Center for Victims of Crime 2012 National Conference held September 19-21 in New Orleans.
  • picEmployment Conference:  Approximately 300 people attended “Realizing Potential: The Power of Competitive Employment” on September 14.  I, along with Evelyn Doxey, Staff Attorney for the Disability Law & Advocacy Center of Tennessee and DRS Assistant Commissioner Cherrell Campbell-Street, presented our visions for the employment of Tennesseans with disabilities.  We were also very grateful that Ken Becker, Deputy Commissioner of the Tennessee Department of Human Resources and Christin Sullivan from the Governor’s office, were able to join us. 
    Nationally recognized employment/disability experts shared strategies for success at this event made possible by the Employment First Leadership State Mentor Partnership (EFLSMP), which is funded by the Office of Disability Employment Policy (ODEP) of the US Department of Labor.  Tennessee was honored by the participation and support of Serena Lowe, ODEP Senior Policy Advisor, who provided an overview of a national Employment First! movement. 
    DIDD and ODEP are partnering to offer technical assistance to facility-based providers that want to make the shift to competitive, integrated employment.  The application is on DIDD’s website at http://www.tn.gov/didd/EmploymentFirst/index.shtml.  It is due by 12:00 CDT on Friday, October 5.  DIDD facility based providers who are interested in participating in EFLSMP should also check the website for details on how to be involved.

  • Quality Review Panel:  The Quality Review Panel will conduct its annual system review at Clover Bottom Developmental Center during the week of October 1, 2012.  An exit conference will be conducted on Friday, October 5, 2012 at 11 a.m.
  • Falls Awareness Prevention Day:  September 22, 2012 is National Falls Awareness Prevention Day.  For adults with intellectual disabilities, falls, as well as associated risk factors, occur at a younger age.  Falls are the number one cause of serious injury for people DIDD serves.  The Office of Health Services and the Regional Therapeutic Services Teams will begin updating the DIDD fall prevention resource manual as well as the falls prevention training offered through the Regional Offices.  Input to this process is welcomed and can be sent to Karen.Wills@tn.gov.
  • Personal Outcome Measures (POM):  This week’s outcome focuses on People Experience Continuity and Security.  The key issue is for people to control to the extent possible, the type and amount of change and disruption that occurs in their lives.  To support persons having this outcome present, we should ensure:
    • Disruption is minimized
    • The person has the needed economic and other supports to provide basic security
    • Changes are directed by the person as much as possible
    • Concerns are defined by each person

 

  • Basic Assurances Overview:  CQL|The Council on Quality and Leadership and DIDD are hosting a free overview of Basic Assurances for providers at River of Life Church in Nashville on October 3, 2012 from 9:00 a.m. to 3:00 p.m.

  • Office of Investigations:  The Office of Investigations has created a new email address for providers to use when requesting an exception to the administrative leave requirement established in Chapter 18 of the Provider Manual.  Providers may now request the exception for a staff person to return to work by following the established protocols and emailing the information to DIDD.Investigation@tn.gov.  If you have questions, contact Stephanie Butler, Interim Director of Investigations, at Stephanie.Butler@tn.gov  or 615-532-3060.
  • Supports Intensity Scale (SIS):  Ascend Management Innovations, Inc. will be presenting training related to the Supports Intensity Scale® (SIS®), the new standardized assessment for waiver participants receiving services through DIDD in Tennessee.  This training is designed for providers of residential, day, personal assistance, and independent support coordination services, as well as Regional Office staff.
    Topics will include history of the SIS and how it is different, provider roles and responsibilities, and how to interpret the SIS Summary Report.  Time for questions and answers will occur at the end of each session.  Locations are as follows:

  • Incident Management:  DIDD Incident Management has created a PowerPoint which can be used as a tool for completion of the Reportable Incident Form.  The tool was created to assist providers in identifying incidents appropriate for reporting as required by Chapter 18 of the Provider Manual as well as correct completion of the Reportable Incident Form.  The PowerPoint is not a requirement and not intended to replace any required Protection From Harm training.  The PowerPoint can be found on the DIDD website at the following link: http://www.tn.gov/didd/health_services/index.shtml.

  • Direct Support Professionals Survey:  Last week, The Arc Tennessee released results from the 2012 Direct Support Professional Association of Tennessee’s (DSPAT) Survey of Direct Support Professionals.  The survey was a project of The Arc Tennessee and funded by DIDD.  Focus areas for the survey included general job satisfaction, having the needed tools to support persons served, attitudes and opinions of consumer support, work culture, and questions pertaining specifically to employees.  A complete copy can be viewed online at DSPATs website www.dspat.org.
  • Partners in Education:  At the beginning of the local school year, Greene Valley employees collected essential school supplies such as pencils, pens, notebook paper, crayons, journals, and spiral notebooks for the students of Chuckey Elementary School (CES).  Joe Ed Barber enjoyed representing Greene Valley as he presented the school supplies picto several of the students.  CES and Greene Valley are Partners in Education through the Greene County Partnership’s Education and Workforce Development program and have been since 2001.  One of the goals of the Education &Workforce Development program is to improve the quality of life in Greeneville and Greene County for all citizens.  For CES and Greene Valley, this partnership provides the opportunity for students and the people living at GVDC to get to know each other by way of pen pals, student award programs, and reciprocal invitations to activities and events.
