Northeast Correctional Complex (NECX) is a time-building institution with a maximum security designation. The facility also houses inmates of other custody levels. Three hundred inmates are located at the minimum annex site in Johnson County, and another 180 inmates, who are within ten years of their eligible release date, are housed in Carter County.
NECX offers intensive substance abuse and anger management counseling programs. Both sites operate extensive community service programs, which provide thousands of hours of skilled and unskilled labor to state and local government, as well as non-profit agencies in East Tennessee. A recent report shows that NECX work crews saved taxpayers more than $100,000 in the month of July alone.
The institution, in coordination with TRICOR, operates two industries. The Data Plant provides data entry services for other state agencies. Anderson Flooring, a hardwood flooring company, operates through the private section of the TRICOR Prison Industry Enhancement Certification Program (PIE).
NECX inmates may attend Adult Basic Education classes or one of six vocational programs. Those who do not have a high school diploma are able to earn a GED certificate. In addition, NECX has a mandatory pre-release program for those nearing release.
NECX is accredited by the American Correctional Association.

NECX Main, Mountain City: I-40 East to I-81 North. Take the Johnson City Exit #57. You will then be on I-26. Take I-26 to Elizabethton Exit. Go through Elizabethton to the 19E Bypass. Turn right. Go approximately 7 to 10 miles. Turn left on Highway 67 (to Mountain City). Go approximately 30 miles. The institution is on the right before you get into town.
