Actuarial Section - Shawn Kiser Hawk - Director

Howard Magill, Life and Health Unit, Chief Actuary - 1-800-861-1270 or (615) 741-2825 This office reviews life, health, and credit life, long-term care, disability and legal insurance policy rates, rules and forms filed by licensed companies, to determine compliance with Tennessee statutes

John Duncan, Property and Casualty Unit, Manager - (615) 741-2333 Tennessee state law requires that rates changed by fire and casualty insurance companies must be "fair, reasonable, adequate, and not unfairly discriminatory." This section makes actuarial determinations resulting from rate filings and reports its findings to the commissioner.

Mike Shinnick, Workers Compensation Manager - (615) 741-0472. This office reviews rates, rules and form filings associated with Workers' Compensation insurance. It also answers questions pertaining to Workers Compensation, including Self Insurance Groups. In addition, it oversees the administration of the Tennessee Workers Compensation Insurance Plan (assigned risk pool).

Financial Affairs Section - Vacant - Director

Philip Blustein, Chief Examiner (615)741-6796 This section regulates the examination of the life, property and casualty, and title companies, captives, heath maintenance organizations, governmental entity pools, and risk retention groups. The duties and responsibilities of this section encompass reviewing financial statements, receiving required reports and premium taxes, and detailed examinations including financial status, market conduct activities, and compliance with insurance laws, rules, and regulations.

Bob Ribe, Chief Analyst (615) 741-1633 This section monitors the financial statements and other statements filed with the Insurance Division for financial solvency and compliance with Tennessee statutes, rules and regulations. This section is also responsible for company admission, premium taxes and mergers and acquisitions.
